Neo-1999 is a fan expansion to Tokyo Dome 1999 Format that asks, what if the riot that day caused Konami to re‑think their release strategy entirely for the card game?
Somewhere in the summer of 1999, beneath the bright lights of the Tokyo Dome, an extreme set of events caused the course of the game—perhaps even reality itself—to fracture. A moment undeniable in its consequence. The final piece of Exodia slipped between the cracks, and with it, the fate of future sets veered down an uncharted path. Now, against all logic, you find yourself at the threshold of that divergence, offered a rare and peculiar opportunity: to step into the game as it was… or as it might have been.
Summoned Skull had to be emergency banned. It completely warped the metagame; the game designers had learned there was a reason it was Level 7 in the manga. Between the realization that the bulk of the cards being released served no purpose with the current warped Summoned Skull meta, in combination with the riots over Exodia which prevented anyone from getting the card, the team at Konami decided to postpone the release of Exodia's final piece until such a time that Summoned Skull can be unbanned—determined not to fall into the same death spiral that killed so many other monster‑collecting TCGs in the late 1990s.
That's the premise, the basis for this concept that was built on the momentum of holding that first Tokyo Dome 1999 tournament.

This set was released after the Tokyo Dome 1999 Tournament was held in the OCG Archives Discord, the first 1999 format to be held since 1999, with significant research by the Discord crew to reconstruct the game as it was played in 1999. Notable for effectively doubling the selection of effect monsters. This set also brought the introduction of Counter Traps and Continuous Spells. It cemented the 1600 ATK cap for Level 4 monsters, as well as introducing many cards that would be released later in 1999 and early 2000.
2/27/25 – Early Days Collection Promo Cards
Wall Shadow, Magical Labyrinth, Labyrinth Wall
These three cards were added in honor of the release of the Yu‑Gi‑Oh! Early Days Collection videogame, as video game card releases used to be a key way to get niche cards into the game.
4/26/25 – Resurrection of Brahmastra – Karma Summoned Climax

The final update to the fan format. This set saw the release of several new, more powerful Ritual monsters, with the cover card being Garma Sword. Taking cues from Magic: The Gathering's second set (Arabian Nights) which juxtaposed with the more European fantasy elements of Magic, this set takes on a mythological Hindu theme, juxtaposing with the usual ancient Egyptian feel of old‑school Yu‑Gi‑Oh!. Notable cards are the variety of Equip Spells such as Mist Body and Sword of the Soul Eater, as well as powerful Fusions like Meteor Dragon and Mystical Sand. Also notable for its Normal Monster support.
